The Council of Europe is a European organization which has a language division devoted to research into the process of learning and teaching languages.
“The aim is to promote a coherent approach to language teaching for the student, incorporating aims, contents, learning experience and evaluation. This is facilitated by means of instruments such as the Common European Framework of Reference and the European Language Portfolio”.
The Common European Framework of Reference is a document which describes the skills and knowledge that a language student requires in order to communicate effectively in a foreign language. On a Global Scale, competence is divided into 6 levels: A1, A2, B1, B2, C1, C2.
European language students are recommended to attain a B2 level in at least two foreign languages.
